As for the sites that show up in position 29 or 22, that really could be because of many reasons. Just because blogspot ranks for a term does not mean that the blog is optimized for that term. If the keyword density is low and the term does not appear in the URL and the title, then chances are it won't rank well for the keyword, regardless of if it's hosted on the most powerful Web 2.0 site.
